@YouTube Uploaded Thumbnail disappears have to edit and re-upload thumbnail

It seems that everytime that I upload an image to use as a thumbnail for my YouTube video, i am having to go into Edit, and then re-upload the image again, in order for the image to stick as the thumbnail image.
Is this is a bug in YouTube? or is there another issue that is causing this issue to happen?
