Windows 2016 Server - Install .NET 4.7.1 - Install Win7 Dev Tools for Gacutil.EXE

In this lesson, we are going to install DOT.NET Framework 4.7.1
Then, we are going to install Windows 7 Developers Tool Kit.
Then, we are going to run the GACUTIL.EXE

The following items have to be downloaded.
https://www.microsoft.com/net/download/dotnet-framework-runtime
THEN
Microsoft Windows SDK for Windows 7 and .NET Framework 4 (ISO)
https://www.microsoft.com/en-us/download/details.aspx?id=8442
GRMSDK_EN_DVD.iso
GRMSDKX_EN_DVD.iso

You must extract the files from GRMSDK_EN_DVD to its own folder.
Then, you must copy Files over to the GRMSDK_EN_DVD folder from the GRMSDKX_EN_DVD
The following FOLDERS, have to be copied over.

WinSDK_amd64
WinSDKTools_amd64
WinSDKInterop_amd64
WinSDKIntellisenseRefAssys_amd64
WinSDKNetFxTools_amd64
WinSDKNetFx40Tools_amd64
